It does, quite directly. Quebec chooses depending on your diploma. They now have rather short lists of required professions, and if the applicant doesn't fit - they're out.

No, I haven't tried applying for the US visa yet. So far no reason, and even if there's one, I won't be able to take my love with me. The USA don't let you bring your same-sex partner, even if you are able to prove it. Otherwise, she won't be able to get a visa, because of certain reasons.
